Frank Gilmer was born January 29, 1857 at Buckeyeland, Albemarle County home of his parents, George Christopher Gilmer and Mildred Wirt Duke.  He attended private schools, Richmond College, Hampden Sydney and the University of Virginia, where he studied the summer law course and received a “certificate of proficiency” in 1878.  He began practicing law in 1881. He was Commonwealth’s Attorney for Charlottesville from 1888 to 1906. He was member of the Masonic fraternity of Widow’s Sons Lodge No. 60, A. F. and A.
